From the Governor of Hong Kong to the Secretary of State
for the Colonies.

(?) With reference to your telegram 6th rebruary am much concerned at freight charged against coal ex Warwolf I would not have accepted offer if I had known such charges would be made. We are supplying 1,000 tons per month to Chinese Section of railway at an agreed rate of 20 dollars per ton and all our calculations will be upset if such excessive
charges are made. If it is impossible to reduce in this case Crown Agents may be instructed to pay as in your telegram 14th January. Sincerely trust that freight on coal delivered ey Wardame December 15th will be much less. Commodore has been asked if he can arrange for tonnage at Blue Book rates for remaining 13,000 tons of coal Japan purchased by
Government of Hong Kong.
